Tokyo, 6 January 2026 — The Embassy of the Democratic Republic of Timor-Leste in Tokyo reflects on 2025 as a landmark year marked by diplomatic continuity, leadership transition, and a historic milestone in regional integration. The year represented both the culmination of long-standing diplomatic foundations and the beginning of a new chapter in Timor-Leste’s engagement with Japan and the ASEAN region.
Consolidating Diplomatic Foundations (January–September 2025)
From January to September 2025, the Embassy’s mission was led by H.E. Ambassador Ilídio Ximenes da Costa, under whose stewardship Timor-Leste maintained active diplomatic engagement in Japan. During this period, the Embassy strengthened national visibility through the commemoration of key national events, participation in trade and promotional exhibitions, and sustained outreach with Japanese partners.
A major highlight was Timor-Leste’s participation in Expo 2025 Osaka, Kansai, where the country successfully promoted its national identity, cultural heritage, tourism potential, and flagship products—particularly Timor Coffee—to a broad international audience. The Embassy records its deep appreciation for the achievements realized during this phase of the mission.
Leadership Transition and a Historic ASEAN Milestone
A new chapter commenced on 11 October 2025 with the assumption of duty by H.E. Ambassador Maria Terezinha da Silva Viegas. Her arrival coincided with one of the most significant milestones in Timor-Leste’s diplomatic history: the country’s accession as a Full Member of the Association of Southeast Asian Nations (ASEAN).
On 27 October 2025, following the official accession, the Embassy hosted a commemorative event in Tokyo marking Timor-Leste’s entry into the ASEAN family. The event underscored Timor-Leste’s readiness to contribute constructively to regional peace, stability, and economic cooperation, while reaffirming the importance of Japan as a longstanding and trusted partner.
Strengthening Engagement and Partnerships
The final quarter of 2025 was characterized by intensified diplomatic activity and community engagement, including:

Strategic bilateral consultations with Japan’s Ministry of Foreign Affairs to align cooperation with Timor-Leste’s new ASEAN role;

Active engagement with the Timorese community in Japan, including students and professionals, reinforcing the Embassy’s role as a focal point for citizen support and outreach;

Continued development cooperation with JICA and Japanese institutions, with emphasis on human resource development and capacity building to support national priorities.
Looking Ahead: 2026 as a Year of Action
Building on the achievements of 2025, the Embassy enters 2026 with a focus on implementation and tangible outcomes. Under the leadership of Ambassador Maria Terezinha da Silva Viegas, the Embassy remains committed to translating diplomatic milestones into concrete benefits for the people of Timor-Leste through enhanced cooperation with Japan in trade, education, investment, and cultural exchange.
