Ambassador Maria Viegas Receives Kansei Delegation: Strengthening Infrastructure and Technical Training

TOKYO, November 13, 2025 – The Ambassador of the Democratic Republic of Timor-Leste to Japan, H.E. Maria Terezinha da Silva Viegas, received an official visit from the Director-General of Kansei, Mr. Suzuki, at the Embassy of Timor-Leste in Tokyo.

The Ambassador was accompanied by Counsellor Celio Moniz and Embassy local staff, Ms. Nakamura. Also in attendance was Mr. Simão Barreto, a lecturer from the National University of Timor Lorosa’e (UNTL), who recently completed an academic teaching assignment at Kanazawa University.

Delivery of Donated Vehicles to Tibar Training Center

During the meeting, Mr. Simão Barreto expressed his sincere gratitude to the Ambassador for hosting the delegation. He reported that as part of a concrete commitment to Timor-Leste’s development, donated vehicles—consisting of a vacuum truck and a mobile library—are currently en route. These assets, intended to strengthen the facilities at the Tibar Training Center, are scheduled to arrive in Dili on November 19, 2025.

Infrastructure Modernization and Technology Transfer

The Kansei delegation also presented updates on ongoing infrastructure projects in Dili, including:

  • Canalization System Upgrade: Installation of new sewage systems and the replacement of outdated piping with modern infrastructure.

  • Technical Training Programs: Providing valuable hands-on experience for Timorese participants in operating advanced equipment, including specialized techniques for the rapid and efficient installation and removal of ceramics.

Appreciation and Continued Coordination

In response, Ambassador Viegas expressed her profound appreciation for Kansei’s sustained commitment to human resource capacity building in Timor-Leste. She highlighted the positive trend in the increasing number of Timorese trainees benefiting from these programs.

“The Embassy will immediately coordinate with the relevant authorities in Dili to ensure the smooth arrival and administrative processing of the donated vehicles. We are confident that these assets will significantly enhance the learning environment for students at the Tibar Training Center,” stated Ambassador Viegas.
