Tokyo, 15 October 2025. H.E. Ambassador Viegas met with Mr. Hitoshi Yagi, Chief Executive Officer of Rising Sun Security Service Co., Ltd., together with Mr. Shotaro Kagawa, Director of Global Operations, and Mr. Shigeru Hojo, Special Advisor to the Embassy of Palau in Tokyo for maritime, infrastructure, and fisheries matters. The meeting took place at the Embassy of the Democratic Republic of Timor-Leste in Tokyo.
Introduction of Rising Sun Security Service
The purpose of the visit was to introduce Rising Sun Security Service Co., Ltd. to the Embassy of Timor-Leste in Japan. During the meeting, Mr. Yagi provided an overview of the company’s areas of expertise, which include airport security services such as ground handling operations, customs-related procedures, and specialized inspections.

He also explained that the company has experience in providing security services for critical infrastructure, including nuclear power plants, as well as maritime security operations. The company’s capabilities further extend to recruitment and training programs for security personnel, and the deployment of coast guard units, patrol boats, and aircraft for security and surveillance purposes.
Experience in the Region
Mr. Yagi highlighted that Rising Sun Security Service Co., Ltd. has accumulated seven years of experience in providing security services at Bangkok International Airport. He also noted that the company visited Dili in June 2025, during which they had the opportunity to meet with Mr. João Bosco, Director of Security at Presidente Nicolau Lobato International Airport, to exchange views on airport security matters.

Embassy’s Acknowledgement
Ambassador Viegas welcomed the introductory briefing and noted the importance of information-sharing on security-related expertise as Timor-Leste continues to develop its infrastructure and connectivity. She emphasized that any potential cooperation would be subject to further review and consideration by the relevant authorities.
