TOKYO, December 9, 2025 — The Secretary of State for Vocational Training and Employment (SEFOPE), H.E. Rogério Araújo Mendonça, officially signed a Memorandum of Cooperation (MoC) with the Sainokuni Takumi Business Cooperative Association. This agreement marks a strategic milestone in implementing the Technical Intern Training Program (TIT) for Timorese citizens in Japan.

The ceremony was witnessed by the Ambassador of Timor-Leste to Japan, H.E. Maria Terezinha da Silva Viegas, accompanied by Counsellor Célio Moniz da Silva. The high-level SEFOPE delegation included:

Strategic Training and Language Preparation
In his remarks, Secretary of State Rogério Mendonça expressed his sincere appreciation to the Sainokuni Agency for establishing this effective partnership, which aims to provide Timorese youth with vital technical and professional training opportunities.
The Vice President of the Agency, Mr. Liu Bin, expressed his satisfaction with the agreement, noting that it will significantly strengthen the friendship between Timor-Leste and Japan. He emphasized that Sainokuni is uniquely equipped to provide Japanese language instruction through its own Japanese Language School, ensuring that interns possess strong communication skills before their professional placement.
Recruitment Timeline
As part of the agreed implementation plan, the Sainokuni Agency is scheduled to visit Timor-Leste in June 2026 to conduct the recruitment process for new candidates.
This agreement represents a strategic investment in the skills and capacity building of Timorese youth, generating sustainable opportunities and reinforcing international cooperation.
