Economic cooperation is a fundamental pillar of the relationship between Timor-Leste and Japan. Our partnership has evolved from early-stage humanitarian aid to a robust economic engagement focused on sustainable development, trade diversification, and high-quality infrastructure.
Japan’s commitment to "Quality Infrastructure" and human resource development has been instrumental in modernizing Timor-Leste’s economy and preparing our nation for full integration into the ASEAN Economic Community.
Organic Specialty Coffee: Japan is one of the world's most sophisticated markets for our coffee, with major Japanese roasters partnering directly with Timorese farmers to ensure fair trade and exceptional quality.
Connectivity: Significant investments in port facilities, bridge construction, and road networks that connect rural producers to international markets, funded through Japanese ODA and technical expertise.
Education & Skills: Specialized training programs in engineering, maritime security, and public administration, designed to build a skilled workforce for Timor-Leste's future.
The Japan International Cooperation Agency (JICA) has been our primary partner in development. Through technical cooperation, ODA loans, and grant aid, JICA’s projects in Timor-Leste are helping us achieve the goals set out in our Strategic Development Plan 2011-2030, particularly in the sectors of agriculture, irrigation, and urban infrastructure.
We invite Japanese enterprises to explore the untapped potential of Timor-Leste. Beyond coffee, we offer opportunities in the Blue Economy, eco-tourism, and renewable energy. Our government provides a favorable investment climate with specific incentives for companies that bring technology and sustainable practices to our shores.
