Kagoshima, Japan, 8 December 2025 — The Secretary of State for Vocational Training and Employment, His Excellency Rogério Araújo Mendonça, accompanied by the SEFOPE delegation and supported by the Embassy of the Democratic Republic of Timor-Leste in Tokyo, held an official ceremony to sign a Memorandum of Cooperation (MoC) with Reimei Business Cooperative.

The agreement formalizes cooperation for the implementation of the Technical Intern Training (TIT) Program for Timorese youth in Japan, covering priority sectors such as agriculture, hospitality, elderly care, food services, and construction.
The program aims to enhance the employability of Timorese youth through professional training, practical experience, and skills development in an international environment. The Director of Reimei Business Cooperative, Mr. Fukusaki Yasushi, highlighted that Japanese language training is an integral part of the program.
His Excellency the Secretary of State expressed appreciation to Reimei Business Cooperative for their partnership. It was also noted that the employer plans to conduct recruitment in Timor-Leste in February 2026.
This collaboration represents a strategic step in capacity building, skills development, and strengthening bilateral cooperation between Timor-Leste and Japan.
