Embassy Meets Deaf Athletes and Nippon Foundation

TOKYO, 25 November 2025 — Counselor Célio Moniz, accompanied by Labour Attaché Mr. João Mendonça, received a delegation from Klibur Deficiencia Tilun Timor-Leste (KDTTL) and the Nippon Foundation Japan at the Embassy of the Democratic Republic of Timor-Leste in Tokyo.

The Timor-Leste delegation was led by Mr. José de Jesus, Coach of KDTTL, and Ms. Ines Silveira, Coordinator, together with three Timorese participants involved in the Deaf Olympics. They were accompanied by Mr. Hidehiko Matsui, Executive Director of the Nippon Foundation; Ms. Rin Yoshimura, Project Coordinator; Mr. Shin-Ichiro Monjo, Director of Monjo Video Works; and several volunteers.

The meeting highlighted the Nippon Foundation’s long-standing support for inclusive development in Timor-Leste, particularly for persons with hearing disabilities. Mr. Matsui outlined assistance programs that include sign language training, sports coaching, and the provision of equipment and uniforms for deaf athletes.

He further explained that Timor-Leste’s participation in the Deaf Olympics remains observational, pending fulfillment of international eligibility requirements. In this context, Mr. José de Jesus underscored the importance of meeting institutional and technical criteria to enable full participation in future international competitions.

Ms. Ines Silveira expressed sincere appreciation for the Foundation’s continued support, including travel assistance and opportunities for Timorese participants to observe and learn from the Deaf community in Japan. She also noted that the Foundation’s initiatives extend beyond sports, covering education programs such as mathematics and football development.

In addition, appreciation was conveyed to H.E. Prime Minister Kay Rala Xanana Gusmão for the Government’s support, including the provision of a new facility for the Deaf Center in Timor-Leste.

Reaffirming its commitment, the Nippon Foundation confirmed continued cooperation with KDTTL, including training initiatives aimed at future participation in regional and international sporting events.

The meeting concluded with a luncheon hosted by the Embassy, reflecting the shared commitment to inclusion, empowerment, and sustainable human development.
