Timor-Leste’s Call for Energy Security and Sustainable Transition

Prime Minister Takaichi, Excellencies, distinguished leaders,

For Timor-Leste, the current global energy crisis is not a distant concern—it is a daily reality. Our electricity system remains heavily dependent on imported diesel, making us highly vulnerable to rising global prices and disruptions in supply chains.

The consequences are immediate: mounting fiscal pressure, increased cost of living for our people, and growing uncertainty in maintaining stable energy access.

In response, the Government has secured eighty million litres of additional diesel reserves at a cost of one hundred and seventy million US dollars, implemented price controls, and prepared contingency plans, including potential rationing measures.

While these actions provide short-term relief, they are not sustainable solutions. We therefore strongly welcome Japan’s comprehensive approach—addressing both urgent needs and long-term structural challenges.

In the immediate term, access to financing for fuel procurement and strengthening supply chains is essential. For small island developing states like Timor-Leste, such support is critical to ensure continued electricity supply, protect vulnerable households, and safeguard food and agricultural systems.

Looking ahead, we see significant promise in the advancement toward AZEC 2.0. This moment underscores a clear reality: energy security and energy transition must go hand in hand.

For Timor-Leste, reducing dependence on imported diesel through investments in renewable energy and storage is not only an environmental priority—it is an economic and strategic imperative.

We appreciate Japan’s continued partnership, which has already enabled solar electrification in rural communities. We are also advancing plans for a major solar power project through joint investment by Itochu Corporation and Électricité de France (EDF).

Excellencies, Timor-Leste stands ready to deepen collaboration with Japan, ASEAN partners, and all stakeholders to achieve a secure and sustainable energy future.
